Shut Down Timer allows you to shut down the computer, reboot or log out at a scheduled time. You can also choose to perform an action when the total download speed is lower than a certain threshold.

Tiny and it works! My only gripe is that it doesn't show the countdown anywhere.
I tried this with Winrar and it shut it down like that with a little warning before. I like it seems to work fine
