PE Resource Explorer is a resource editor and PE module explorer. It works with all resource files (RES) and PE modules (EXE, DLL, etc.), and has special support for Delphi programs.

As juvera noted, this entry has been mistakenly edited and now points to the site and dowload location of another listed program. I have this one somewhere, will report back when I find it...
