Pixia is a powerful raster graphics editor with a unique user interface. It includes various photo filters, brushes, layers, text and broad file format support. Note that the program has a fairly unique interface so, when learning Pixia, it's easier to discard everything you know about other editors like Photoshop or Paintshop and start from scratch with the tutorials and help files.

How to extract:
  1. Download the installer and install to the default folder
  2. Optionally, download and install help files and additional filters
  3. Copy all files to a folder of your choice
  4. Uninstall the program

Download link still pointing to Pixia 6.00G rather than to 6.00H and gets a "not found" error.

Webfork is correct, there is a portable version. Worked fine for me on XP. I also like the knockoff of it called Pinta available for Linux. It's not full-featured yet, but it certainly works.
Off-topicP If you really want portable, put your favorite version of Linux including whatever programs you want on a USB stick and you've got an entire portable OS!

Just get Paint.net, works much like photoshop, but very easy to understand, installs easily, has layers, has add-on tools, no install problems... there's even a program for Linux based on it (Pinta.) I use it even when something simple like Paint (in Windows) would do, but also for more complex tasks. It's not something you'd use in a professional environment, but then again you wouldn't be using a freeware program if that were your occupation.
Pixia is buggy, even according to the Japanese creators website.

Napiophellos:I have not used it since I found those files,maybe that option would work but it was not thumbs.db as I have that disabled-it was a hidden file and cant remember the name-but you have to select show hidden files and show protected system files in folder options-then I saw the files in every folder I opened with Pixia.
