Good program! However, it really should be called 'Internet Connection Options Proxy Toggle', because it will affect any program that connects to the internet using 'system proxy settings'. You can use it to control eg how Firefox or Thunderbird connect as well (or set them to use 'No proxy').

You make a good point, AdrianK_IT, but it's probably too late to change the name. In the latest version, I added some commandline handling to make this application easily scriptable.

IEProxyToggle.exe -on
IEProxyToggle.exe -off
IEProxyToggle.exe -toggle

Actually, I have made a mistake in my previous comment; one needs to set Firefox etc to 'Auto-detect ... ' to keep the proxy settings in sync with the 'toggle' state. If one selects the 'Use system ... ' option while 'IE proxy enabled', access is blocked.
So you probably did get the name more right than wrong!
I have to say, discovering this program via the update posted here was total serendipity. I had just set up an OpenSSH server, and was experimenting with PuTTY Portable so I could create SSH tunnels to and through it; your app just made my life so much easier!
