Toppy is simple utility that allows you to easily control which windows stay on top simply by using keyboard hot keys. After you have run Toppy, pressing WinKey + ArrowUp will set the active window to stay on top, and pressing WinKey + ArrowDown will set the window back to normal.
Unlike some similar programs, this one seems to work on 'child windows'.

This same thing can be done using Dexpot (http://www.portablefreeware.com/index.php?id=1449) by right-clicking the Dexpot icon, choosing "Settings - Controls - Title Bars" tab. Then you can customize it to one of several key + mouse combinations so it won't interfere with other apps.
FYI, WinRoll does a similar job and is smaller.
