r: okay so i've tried taskbar shuffle and taskbar++.
taskbar shuffle may have slightly more features such as closing taskbar items on middle click and arranging your system tray icons, but...
taskix simply does as it states... you can drag-and-drop your taskbar items to the place you want to in the taskbar
it doesn't do anything else... no fancy animations while dragging and dropping... nothing!

Simon: On my system right now, seven apps opened with corresponding taskbar buttons, Taskbar Shuffle's eating around 432KB RAM, it can still hold its own againt the competition. [2008-06-04 16:21]
Paul Moore: Taskix seems to occasionally get windows confused for me. I've had a few windows which simply won't come to the top when I click on them - they stay behind the others. It's not necessarily taskix at fault (I have VirtuaWin running as well), but switching it off fixed the problem. [2008-08-05 07:52]
