CD: Great Program! Use it for all sorts of stuff for my website.
Hint: You can download the French version zip file and extract it to the folder of your choice. Then, separately download the English (or any other) language file and extract it to the application directory. This will avoid the install/uninstall process. [2006-03-24 13:20]

Meter: This is a very handy editor, especially when combined with some of the plugins. I used the French zip + language file install method and it seems to work fine. [2007-04-08 14:48]
Local: Great for it's size.
It would be nice to have layers included but for free it's great.
The only bugbear I found with it is that I cannot see the brush size on the picture, that makes things VERY difficult when you need precision.
On the whole it makes me miss my photoshop.
If you have the the space I'd recommend GIMP but this comes a good second [2007-08-02 06:17]
MrHope: This program has some nice selection, color, and filter/blur effect possibilities. Overall, a very useful tool for quick edits.
Some additional plugins didn't work when loaded, but perhaps

Webfork: Somewhere between Windows paint program and the free GIMP editor, this program lets you do the basics and then take them a step further. Great for doing quick, simple web graphics or photo touch ups. Additionally, very kind to system resources for older computers, using only 4 megs of RAM. [2008-01-19 23:24]

Webfork: A great replacement for the very useful Microsoft Office 2000 Graphics Editor. Since new versions of office don't include this great software, PhotoFiltre works well in its place. [2008-07-06 18:07]
Flavine: I downloaded the installer and installed on my PC. Then I copied the installed folder and tried to follow the instructions on "How to extract". I couldn't find any of the files or folders mentioned. How do I make this portable? [2008-10-13 17:44]

It is very likely to be a false positive if only a few engines raise the red flag.
