Synopsis: CSS Tab Designer makes it easy for you to design CSS-based lists and tabs visually. You can choose from a list of styles and colors, and the tool generates strict XHTML-compliant code.
Writes settings to: None. It does create some registry settings that appears to be related to a VCL control that the application uses, but those are not user-settable.

How to extract: Download the zipped installer and extract to a folder of your choice. The application files are located in the {app} subfolder. Launch tab.exe.
